The freedoms that are enshrined in the constitution are meant to be enjoyed by the people. However, it is not automatic that the people will actually get to enjoy those freedoms. There are nations with very beautiful constitutions, that allow people all sorts of freedoms – yet the people are not able to enjoy those freedoms. Therefore, there are certain deliberate steps that need to be taken, if people are to be able to enjoy those freedoms.
Firstly, if people are to enjoy the constitutional freedoms, they need to be educated on (and have full awareness of) those freedoms. It is basic logic that people wouldn’t enjoy their constitutional freedoms if they have no awareness of those freedoms in the first place. So the starting point has to be where you create awareness: and this is something you can easily do through civic education.
Secondly, if people are to enjoy their constitutional freedoms, they need to be practically empowered. They need to be empowered politically — through voting rights, proper civic education and so on. They also need to be empowered economically and socially. A person who is fully empowered is likely to be in a better position to enjoy the constitutional freedoms than a person who is not fully empowered. Take economic empowerment, for instance. In that regard, take someone who is economically empowered. That is, someone who, for instance, works at an organization like UPS. Such a person is assured, every fortnight, of going to the UPSers.com website and finding a decent paycheck waiting for him. Thus, after signing in through the UPSers login screen, he would, on top of the paycheck, also finding various benefits that he is entitled to. Such a person is obviously likely to be better placed to enjoy the constitutional freedoms than another person who is struggling with existential needs.
Thirdly, if people are to enjoy their constitutional freedoms, there is need to ensure that they are led by people of great integrity. But if people of less than wholesome integrity are put in charge of governance, there will be challenges. Such leaders will be inclined to start curtailing people’s enjoyment of constitutional freedoms. So the best thing is to have people of full integrity being in charge of governance. Then you’d be assured that such leaders will be inclined to facilitate the enjoyment of constitutional freedoms by the people.
